Access to Individual User Accounts Policy

David Lambeth from the Office of University Counsel presented updates to the Access to Individual User Accounts Policy, formerly known as the Privacy of Electronic Information Policy. This revised policy overhauled the prior policy and now more clearly explains who at the University is allowed to access individual user accounts, why the University may access individual user accounts, and what safeguards are in place to prevent abuse. This policy applies to all electronic, individual user data at UNC-Chapel Hill related to University business. Lambeth reminds the PRC that employees should use their UNC emails for business communications and that use of personal accounts for business purposes can be reviewed for Public Records requests. Student data is separate and not covered by this policy. This updated policy will be published in the coming weeks.

Veterans and National Guard Preference in SHRA Employment Policy

Robin Willow-Johnson, the Assistant Director of Employment in the University’s Office of Human Resources, presented on updates to the Veterans and National Guard Preference in SHRA Employment Policy, formerly known as the Veterans Preference in SHRA Employment Policy. Willow-Johnson noted that the North Carolina Office of State Human Resources (OSHR) added National Guard members for preference in hiring practices and the University policy simply mirrors that addition.

Recruitment and Hiring Policy for SHRA Permanent Employment

Willow-Johnson also presented updates to the University’s Recruitment and Hiring Policy for SHRA Permanent Employment. UNC-Chapel Hill is now able to pay for search firms to help recruit candidates for difficult-to-fill positions. The updated policy also includes a reference check requirement to mirror OSHR requirements. OSHR requires two (2) references, but UNC-Chapel Hill will require three (3). The best practice is for the hiring manager to speak with the most recent/current employer, however this is not required.
